Yes. Try Yakushima Youth Travel Village (屋久島青少年旅行) in Kurio near the snorkeling beach. They also sell snorkels and masks in the convenience store in the center of the village.

Yes, there are temporary summer huts on the path from the car park at Isso beach and they rent and sell basic equipment.
